Del Mar, California - The current model rule limiting toe grabs in flat racing to 2mm will remain in place until such time that compelling scientific research to require a change, according to the Board of Directors of Racing Commissioners International (RCI), the trade association representing official racing regulators in North America.
“We appreciate the work done by the Jockey Club’s Welfare and Safety Committee and continue to welcome their recommendations on this and other matters. The RCI Board has asked the Regulatory Veterinarian Committee to examine the extent to which the model rule has had a positive impact on reducing catastrophic breakdowns and advise as to whether further modification is necessary, needed or appropriate,” said Ed Martin, RCI President.
Late last week, the RCI Model Rules committee and Board of Directors held extensive discussions on this issue during meetings in Del Mar. As a result the association opted not to change a rule that has been regarded as a necessary safety reform.
They noted the decision of the Delaware Thoroughbred Racing Commission to move to a 4mm toe grab restriction appeared consistent with incidents specific to Delaware Park, but indicated that the experience in Delaware may not be representative of the experience in the eleven states that limit toe grabs to 2mm.
“Our desire is to do what is best for the horse and absent compelling scientific evidence to the contrary, the model rule reform in this area will stand. This issue has been presented to us twice and both times was represented as consistent with research done in this area. If there is a credible reason to alter this standard, it will be assessed by the RCI Regulatory Veterinarians Committee and I am sure that the Board will take any recommendations they have to heart,” Martin continued.
